Here is a guy who is adding more waste to government. Let's make sure this "executive" understands the fundamentals of six sigma before he implements it... The methodology of six sigma is to eliminate variation and defects due to out of control processes. If you want to improve government, start by eliminating the WASTE, i.e., LEAN. If Buffalo wants to save money, hire a college intern to simply map the current processes to show all the NVA (non value added) tasks. The result in the future state will lead to stream lined processes that will reduce the overhead and cost, then maybe the errors associated with people should be examined.

The bottomline is that Buffalo will not grow with its current politics and lack of technology to grow out of its current stigma, not sigma. These must be the same group of people that elected H. Clinton for Senator, thinking she would change the state of affairs of the Buffalo area.
